I would argue that having a death penalty for a minor accident in which no one was hurt - like tripping over a plant or whatever it was that Wesley did - precludes the place being a utopia. More like a death trap filled nightmare where you have to be constantly vigilant. Are they constantly putting toddlers to death?
If the rules are clear, and it’s impossible to break them accidentally, it might be a different story.
